Elk Creek C-1981-022 <br />18 January 2006 <br />P9 2/2 <br />Processing Waste: -The operator was spreading and compacting refuse at the West Valley <br />Fill at the time of the inspection. The operator was also hauling additional refuse to the pile. <br />The equipment operator said that he was spreading and compacting the refuse in <br />approximately 12" lifts. We drove over the pile and it appeared to be compacted. There was <br />no water pooling on the surface of the pile and the pile appeared to be stable. <br />- The East Yard refuse pile was well vegetated and stable at the time of the inspection. No <br />erosional problems were noted on the pile at the time of the inspection. <br />Topsoil: -The Elk Creek topsoil pile was well vegetated and stable at the time of the <br />inspection. No erosional problems were noted. <br />Support Facilities: -The exterior of the lamp house building has been completed. <br />- The Elk Creek facilities area was stable and in good condition at the time of the inspection. <br />- The Sanborn Creek facilities area was also stable and in good condition at the time of the <br />inspection. <br />- The reclaimed Sanborn Creek portal area was stable at the time of the inspection. There <br />was no cracking or settling of the backfill material noted. No erosional problems were noted <br />at the time of the inspection. <br />- The Hubbard Creek Fan pad was stable at the time of the inspection. The injection well <br />system that was approved with Technical Revision 51 has been completed. The well from <br />the D-seam has been buried to keep it from freezing. The injection well to the B-seam is <br />exposed to allow for water sampling. A third hole has been drilled on the pad. According to <br />Jim Kiger, this is a gob vent borehole. This hole was not permitted and resulted in the <br />issuance of Notice of Violation CV-2006-001. See Section IV -Enforcement Actions for <br />more details. <br />Air Resource Protection: The operator was working with a dozer on the coal stockpile at <br />the time of the inspection. There were no problems with fugitive dust. The conveyor from <br />the Elk Creek portals to the coal stockpile is covered. <br />Overall, the mine site is in good condition. <br />
