III. COMMENTS - COMPLIANCE <br />Below are tcerrr'~ents on the inspection. The camrents include discussion of observations <br />made during the inspection. Comments also describe any enforcement actions taken during <br />the inspection and the facts or evidence supporting the enforcement action. <br />This was an aerial inspection flown by Harry Ranney of the Colorado Division of <br />Minerals and Geology. Kent Gorham of the CDMG reviewed oblique aerial photographs <br />iri the office on July 30. 2003. The site appeared inactive on this day. The <br />weather was Clear and the quality of the digital photographs was excellent. <br />Hydrologic Balance <br />The two containments at the West mine appeared dry. The three containments near <br />the conveyor/highway intersection held small puddles of water. Pond 7 held water <br />close to the bottom of the principle spillway riser. It was not possible to <br />discern from the photograph whether the pond was discharging. The er~ankment <br />appeared normal. Pond 4 held a small amount of water. Pond B held a significant <br />amount of water. It could be determined that pond 8 was not discharging on this <br />day when the photograph was taken. Given the water levels in the ponds, it is <br />clear that the site has experienced one or more significant storm events in the <br />
