y w <br />Seneca II-W Mine; na.3 <br />The most recent blasting schedule publication is dated 11/11/2001, and we also <br />reviewed the daily blasting records and documentation of blasting schedule <br />distribution. The blasting records were in compliance. The permittee has been <br />notified by Colorado Department ofHealth that their NPDES permit, which expires <br />this month, is being administratively extended due to division backlog of work. <br />Monthly DMR reporting is current with no exceedences noted. The DMG final <br />adequacy review letter to the permittee for permit revision no. 3 is dated July 2, 2002. <br />This letter discusses the revegetation plan requirements being proposed to mitigate <br />wildlife habitat impacts from active mining /coal removal azeas. This concluded the <br />inspection. <br />There were no offsite impacts noted during the inspection. The reclaimed disturbance <br />at the eastern end of Pit A that was caused by blasting and resulting in the NOV <br />referred to above, will be evaluated for offsite impacts with respect to the approved <br />disturbed area at the time of the blast. The special focus evaluation of the protection <br />and enhancement of wildlife and wildlife habitat cannot be concluded at this time. As <br />noted above the permittee has provided adequate baseline monitoring infonnation, as <br />determined within the limits of this special focus evaluation. Both the permittee and <br />DMG aze working closely with DOW to identify areas of high wildlife value, and <br />explore possible mitigation practices to address the identified values both on and off <br />the permit area. Completed rnining azeas approaching final grade appear to have <br />stable slopes, some topographic diversity, and well located water resources which <br />will enhance wildlife utilization of the reclamation areas. It appears all parties are <br />exploring revegetation alternatives for the mined areas that should provide plant <br />species lifeform, cover, and nutritional diversity. Possible off permit mitigation <br />practices including prescribed burning of over mature mountain shrub and/or sage <br />habitat is being considered. All of these practices will certainly enhance wildlife <br />values in the area. The permittee should be commended for their concentrated <br />backfilling and grading efforts this past 12 months.
