III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />• Sediment Pond 10 contained a small puddle near the west end. <br />Unit Train Loadout Area <br />The lower dip section Coal Creek crossing structure had been overtopped and straw bales washed <br />away. One culvert tube was completely blocked and the other 5 culverts were partly blocked. The <br />structure needs to be maintained to restore design condition. <br />UTL conditions were essentially as described in previous inspection report. The upper end of the Haul <br />Road 3 ditch from near the covered conveyor around the northeast corner of the coal stockpile <br />bench has silted in with coaly sediment, and needs to be cleaned out. <br />There were small puddles in Sediment Pond 1&2. <br />5 <br />
