<br />MINE ID / OR PROSPECTING ID / <br />INSPECTION DATE 6/12/96-6/13/96 <br />(Page 2) • <br />M-80-131 <br />INSPECTOR'S INITIALS AJW C M <br />This was a normal monitoring inspection conducted by Tony Waldron and Carl Mount of DMG. <br />During the morning of June 12, 1996 we were accompanied by Rod Scott of Elam Construction. <br />Elam Construction ie currently leasing this pit from Western Mobile and conducting all of the <br />mining operations. The remainder of the inspection was conducted on June 13, 1996 without <br />accompaniment. <br />The mine has been operating since 1980 and has mined out a fairly large amount of the mineral <br />deposit, mostly in the northeast quarter and weetern portion of the affected area. <br />Reclamation activities have been conducted in those areas which are identified ae 1980-83, <br />81-83, 84-86, 83-86, and 86-90 in the northeast quarter of the permit area, and 1988-90 in <br />the southeast quarter of the permit area along with 1993-96 in the weetern portion of the <br />permit area. Mining activities are currently occurring in the 1986-88 parcel located in the <br />southern portion of the permit area along with 1991-93 in the weetern portion of the affected <br />area. All of these areas are identified on the Hunn Ranch pit Mining and Timetable Map. <br />There were five problem items identified at the site, two of which will require immediate <br />attention and three necessitating additional responses or reviews. <br />A serious infestation of leafy spurge (Euohorbia seals) ie present on the <br />site along with smaller infestations of whitetop (Cardaria drabs), Canada <br />thistle (Cireium arvense) and Dalamatian toadflax (Linaria dalmatica). The <br />spurge infestation was approximately 1-2 acres in size and was located on <br />the berm separating the 1980-83 mined out area from the Anabranch Overflow. <br />The majority of the rest of the weed patches also surrounded the 1980-83 <br />mined area. All of these areas should be treated as soon as possible to <br />control this serious weed problem and follow-up control should occur this <br />fall. <br />At the time of the inspection, water pumps with diesel power unite were <br />being used to control water levels at two locations. The water was being <br />discharged into the Yampa River and the Anabranch overflow. Both diesel <br />unite had auxiliary fuel supplies Located near the power unite. In both <br />cases the extra fuel supply was a small fuel tank sitting near the power <br />unite. Neither site was utilizing berme ae a spill containment control <br />measure. In the event of a spill at either location, the fuel would <br />quickly make its was the pump inlet and be immediately discharged into the <br />receiving stream. The operator should either place the fuel unite in a <br />portable containment unit or construct dikes around each tank that ie large <br />enough to contain the entire volume in the event of an accidental spill. <br />The 1980-86 mined area has been reclaimed, however, portions of the <br />backfill and eloping appears to be too steep to meet the 3h:ly <br />requirements. Has this area been completely reclaimed or ie more work on <br />the backfill and eloping planned? At this point it appears that the <br />backfill and eloping would not be warranty released. <br />Since it appears that some additional work may be required to complete <br />reclamation on some previously reclaimed areas along with the fairly <br />sizeable current, the financial warranty ie going to be recalculated. In <br />order to facilitate this activity, the Division ie planning to conduct an <br />aerial survey of the site within the next 30 days. Upon completion of this <br />analysis the operator will be notified of any changes in the financial <br />warranty. <br />Much of the more recent reclamation activities that have occurred appear to meet or exceed <br />the eloping requirements in the permit application and have vegetation establishing on the <br />shores and adiacent upland areas. <br />
