III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />This was a partial inspection conducted by Joe Dudash of Colorado DMG. No one <br />represented the operator during the field inspection. Dusty Long represented the operator <br />at the closeout. According to the operator, the area received a hard rain the night before. <br />The weather was clear and dry during the inspection. <br />Signs and Markers <br />Mine ID signs were present at the reclaimed silo area, the east mine entrance and the west <br />entrance. <br />oad <br />The north road, the west ridge road, the lower moffat road and the skyline road were in <br />excellent condition. The operator had recently graded the upper section of the west ridge <br />road and road ditches. <br />HydrologX <br />All of the ponds at the west ridge, central ridge and moffat areas were in good shape. <br />Pond embankments were stable and well vegetated, including inslopes and outslopes. <br />Spillways were functional and spillway riprap was intact. The only pond that was <br />discharging was the lower central ridge pond. The discharge was clear. <br />Check dams in the west ridge area were functioning. The upper three were full of <br />sediment, as designed. All of the lower check dams contained water. <br />Spring l was flowing at about 50 gpm. The operator was preparing to perform <br />maintenance work on the irrigation ditch that spring no. I flows into. The maintenance <br />work was scheduled for the next day. Seep no. 23 was also flowing, at less than 5 gpm. <br />
