"1 <br />EY 04 GEC Bond Forfeiture Evaluation, p~. 2 <br />We began the field inspection at the NE end of Chen's Hill by the former GEC sediment <br />pond, just west and adjacent to the property gate. This sediment pond discharge area <br />adjacent to the former ttaulroad, is 1 of 2 primary drainages that flow east-northeast off <br />the former permit area & disturbed /reclaimed acreage. The next drainage over and <br />southwest of the reclaimed Chen's hill from the sediment pond discharge is the other <br />major off site drainway. We walked over Chen's Hill to the Southwest. The majority of <br />the area walked is stable, there are several, historic, north & northeast facing large <br />erosion gullies on Chen's Hill that have contributed to the off site sedimentation for <br />several years, and some show signs of stabilization in some gully channel bottoms. <br />We observed a large black bear in the bottom of the next drainway, southwest of Chen's <br />Hill and described above. Moving west we split into 2 groups and inspected the <br />remainder of the Chen's HiII area. The flat to rolling areas on the top of Chen's hill are <br />stable. Signs of recent cattle movement through here, but not much sign of grazing on the <br />new vegetation on the areas inspected. A partial salt block and livestock loading / <br />unloading area was noted on the permit area. <br />We next inspected the south end of the West Pit area, there is severe erosion where flow <br />enters the reclaimed area from undisturbed areas west of the permit and move east <br />northeast through the West Pit. Small possible slump scar remnant visible on the <br />northwest facing slope where this undisturbed area runoff enters, and severe erosion <br />gullies on all slope aspects in this area. <br />We next evaluated the reclaimed area on west end, of the west pit. There is a prominent <br />gully in the main drainageway bottom channel of this west area, and portions of the <br />reclaimed area here are stable and relatively well vegetated. This area drains through the <br />sediment pond noted above. <br />We next evaluated the east pit reclaimed area. The channel bottom here draining east to <br />northeast was fitted with six, large, concrete, designed, erosion control structures several <br />years ago. Four of the six structures have failed to one degree or another, and there is <br />resulting severe erosion in the channel bottom here that has contributed to the sediment <br />leaving the permit area the past several years as described above. The sixth structure (the <br />last downstream) is filled and has been overflowing with sediment, but has not <br />completely failed structurally. The drainageway channel just south west of Chen's Hill <br />and flowing east to northeast looks normal (no large sediment delta's noted). <br />
