Jay James, Montgomery Watson <br />Brian Dunfee, Peabody Group <br />Mike Al[avilla, Seneca Coal Co. <br />Tom Kaldenbach, Colorado Division of Minerals and Geology (DMG) <br />Henry Austin, Office of Surface Mining (OSM) <br />I participated in a partial, special focus inspection to evaluate the off site impacts from the site as <br />a result of a temporary cessation status. This special focus topic was selected by the joint DMG / <br />OSM Oversight Team for inspection during the current evaluation year. Weather conditions were <br />hot and dry, and ground conditions were extremely dry due to lack of any recent precipitation. <br />This site was placed into active status by DMG on June 27, 2000, based on a June 26 request <br />from the permittee. The site had been in temporary cessation since November 3, 1997. The <br />petmittee has submitted a technical revision to DMG which may modify the present coal loading <br />and unloading configurations on the site. No additional disturbed or permitted area will be <br />involved. The permittee is currently preparing for possible intermittent use of the site. <br />We walked all [he disturbed areas at the site and drove the railroad loop out to State highway 40. <br />The railroad loop sediment pond last discharged during September, 1997. It was dry and the <br />embankment /spillway were stable. There was nothing remazkable on the remainder of the <br />disturbed azea which is approximately 97 acres. The approved small area runoff exemptions were <br />inspected and are functional. The truck loop sediment pond on the west side of the disturbed azea <br />was not discharging and spillways are functional. This pond also did not dischazge during <br />1999.Mr. Kaldenbach noted several areas of weed infestation to be sprayed when appropriate to <br />do so, primarily Canada thistle. <br />The 1999 Annual Hydrology Report along with appropriate quarterly NPDES monitoring DMR's <br />for the two sediment pond outfalls noted above were provided to me by Mr. James. These <br />records do not indicate any hydrologic issues or off site hydrologic impacts from the site. The <br />two surface water monitoring sites on Dry Creek and the one alluvial well were monitored as <br />required. This concluded the inspection.
