III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />• Several culvert segments removed during reclamation were placed at the upper end of the temporary <br />- road segment and need to be properly disposed of. - <br />• Along the south side of the pile, properly sized water bars need to be extended from each of the terrace <br />drain outlets, across the remnant temporary road segment into theriprapped permanent perimeter <br />ditch. <br />• Along the northwest side of the pile, additionalriprap appeazs to be necessary along a segment of the <br />perimeter ditch where a temporary culvert was pulled. Also, several sections of reinforced concrete <br />foundation ended up along the outside of the perimeter ditch during ditch construction, and need to be <br />properly removed and disposed of. <br />• Construction of the new perimeter ditch segments in conformance with approved design should be <br />specifically referenced in the next quarterly refuse pile certification report. <br />CRDA-2--Final reclamation with the exception the access road to the top of the pile and the old upper <br />diversion was finished during April 2002. The old upper diversion and the temporary access road were <br />regraded and roughened in May 2002. There has been no germination within the areasseeded in April. <br />The following maintenance items were noted: <br />• It appeared that some additional grading might be warranted along the Ta terrace drain at the lower <br />end of the segment recently extended across the reclaimed road, [o establish design capacity (in-slope <br />grade and width). <br />• In a couple locations, large boulders had rolled down into the new upper diversion channel (probably <br />during backfilling of the old upper diversion). One large (4'x5') boulder and a couple smaller boulders <br />were located on the east channel wing a short distance up from the outlet..A couple additional large <br />boulders were located approximately 50 feet apart, near the center segment of the upper diversion. <br />These large boulders need to be moved out of the channel, to restore design capacity. <br />• Construction of the new perimeter ditch segments and the new upper diversion east and west wings <br />should be specifically referenced in the next quarterly refuse pile certification report. Due to site <br />specific construction considerations, the location of the terminal ends of each wing of the new upper <br />diversion do not correspond exactly to the locations as depicted on Exhibit 60 (CRDA-2 Final <br />Contours). This should be acknowledged in the certification, and the significance of the variance with <br />respect to ditch design specifications and functionality should be addressed. <br />RSRDA--Construction of the two newterrace drain benches and placement of cover soil and top-dressing <br />had been lazgely completed. Construction of the new upper diversion had been recently initiated and was <br />in progress during the inspection. Fabric underliner and riprap had been placed along the ditch but <br />installation had not yet begun. Upon completion of the upper diversion, work is to be initiated on the <br />perimeter collection ditches that will convey drainage from the two terrace drains into Pond 8, and from <br />the toe of the pile into Pond 9. <br />
