<br />III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />This was a complete inspection of the Keenesburg Strip Mine <br />conducted by Tony Waldron of DMG along with Donald MacDonald of <br />Coors Energy Company. The mine no longer produces coal and the <br />last two producing pits were not backfilled and are now used to <br />dispose of fly ash and bottom ash from the coors power plant in <br />Golden, Colorado which is now operated by Trigen-Colorado. <br />The inspection began at the south end of the B-Pit where operations <br />are well underway to dismantle the dragline which has been sold to <br />a Pennsylvania mining company. The contractor has been working for <br />approximately seven weeks and expects to continue working for <br />another four to six weeks to complete dismantling and removal of <br />the dragline. The area where the dragline is sitting will then be <br />reclaimed this fall. <br />The inspection continued at the reclaimed B-pit pond area. This <br />area, along with several others, was seeded last fall into a <br />standing cover crop of sorghum. Although it has been a very dry <br />and windy winter and spring, there is a fair amount of perennial <br />grass seedling establishment at this time along with the typical <br />annual grasses and annual weeds. If normal precipitation patterns <br />occur throughout the rest of this year, last falls seeding should <br />be sufficient to establish the vegetation on these reclaimed <br />parcels. However, if drought conditions persist these parcels <br />should be inspected carefully late this summer to determine if re- <br />seeding this fall is necessary. <br />Ash continues to be disposed of in the A-Pit. The old A-Pit road <br />is still being removed in preparation for regrading and topsoiling. <br />This area will probably be re-seeded this fall along with any other <br />regraded areas. If the dragline is removed soon enough (by July <br />4th) that area will be manured and seeded into sorghum as was last <br />years seeded areas. The old A-Pit road may not be far enough along <br />to utilize a cover crop but will be manured as required before <br />seeding. <br />Sediment pond # 2 was holding a small amount of water <br />(approximately one foot) over most of the bottom area of the pond. <br />This level has receded some in the past few months but continues to <br />maintain a fairly static level. The pond embankments were stable <br />and are starting to exhibit a little vegetation establishment on <br />the inslope areas. The inlets are holding up well from the repairs <br />that were performed last spring. The other sediment control <br />ditches and diversions were in good condition. <br /> <br />
