T' (Page 2) • <br />MINE ID # OR PROSPECTING ID # M-77-193 <br />INSPECTION DATE Februarv 20. 1997 INSPECTOf;•S INITIALS TAS <br />OBSERVATIONS <br />1. A site inspection was made of the T.H.E. Aggregate Source Quarry. Ken Klco was present <br />representing the operator. All current adequacy concerns regarding the pending permit <br />amendment application for 100 acres were discussed in detail. <br />2. The subject of a suitable seedbed for reclamation was discussed. Mr. Klr;o indicated that <br />the operator will commit~to ensuring that a sufficient volume of suitable seedbed material <br />will be available at the time of final reclamation; ie, a cover of at least: 6 inches over a <br />an area of 44 acres. Mr. Klco further indicated that the operator does not intend to import <br />topsoil from local sources. <br />3. The subject of stormwater runoff management and haul road drainage was also discussed. <br />Both Mr. Klco and this inspector evaluated the existing drainage controls along the current <br />haul road. Currently, drainage channels along the haul road do not appear to be effective. <br />Channels approximately 12 inches in depth have been filled with silt from haul trucks and <br />other sources. Any future stormwater runoff that occurs at the site will flaw along the road <br />and may not be captured by existing sediment ponds 2 and 3. The Division views this concern <br />as a maintenance problem that should be resolved by cleaning the channels. Please see Page <br />3 for corrective actions. <br />Both Mr. Klco and this inspector agreed that there is clearly a need for the operator to <br />provide a new stormwater management system which includes drainage channels along both sides <br />of the haul road starting from the processing/storage yard and heading south all the way down <br />to the proposed location of Pond #4, near Tunnel Drive. It is also preferable for the <br />operator to install a number of culverts or road crossings across the haul road at various <br />locations in order to effectively manage the road drainage. These cor..cerns are being <br />addressed in the adequacy review of the pending amendment application. <br />4. The entrance sign normally seen along Tunnel Drive was not present. Therefore, the <br />Division requests that the operator re-install the entrance sign along Tunnel Drive as <br />required by Rule 3.1.12 within 30 days.
