III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />Hydrologic Balance continued <br />fall and discharging turbid water to the ditch on the south side of the facilities area, which <br />dischazges to Sedimentation Pond 003. Pond inlets, embankments and dischazge structures <br />appeazed to be stable and no problems were noted at these pond locations. Access to Ponds 004 <br />and 008 was not possible due to snow packed road conditions. <br />As indicated above, the_As =Built Reports_for_Sedimentation Ponds 002, 003 and 004 have not <br />been certified by a registered professional engineer, and there is no as-built documentation for the <br />Truck Wash Ponds (settling and supply impoundments). <br />Please provide certifications for Sedimentation Ponds 002, 003, and 004, stating that these <br />impoundments have been constructed as planned and designed (or to alternate as-built drawings), <br />and in accordance with the applicable regulations. Please certify that the pond designs as <br />supported by the certified As-Built Drawings presented in Exhibits 7-8, 7-11, and 7-12 meet the <br />requirements of Rules 4.05.6 and 4.05.9. <br />Please provide a certification for the Truck Wash Ponds (settling and supply impoundments) <br />stating that these impoundments have been constructed as designed (or as to as-built drawings), <br />and in accordance with the approved plan and the applicable regulations (Rule 4.05.9 <br />Impoundments). An As-Built Drawing will not be necessary if the existing design drawing <br />(Exhibit 7-16) is correct and accurately reflects the construction. Based on the Annual <br />Certifications and site inspections, it appeazs that the Water Supply Pond has a discharge <br />structure. This is not reflected on the existing design drawing (Exhibit 7-16). <br />The certified reports as detailed above should be incorporated into the PAP via a technical <br />revision. This information will be necessary for the Division to make a proposed decision <br />regazding the planned Phase I Bond Release Application. <br />Sunnort Facilities <br />The two bone yards and the shop/facilities azea were mostly cleaz of snow. These locations were <br />muddy but accessible. The road surface around the facilities azea was heavily rutted in some <br />azeas. Drainage away from the shop(facilities azea was adequate. Road scrapings aze stockpiled <br />on the southwest side of the facilities above the ditch leading to Pond 003. Please continue to <br />maintain this area to ensure that road scrapings are not placed in the ditch. <br />
