(Page 2)

MINE ID # OR PROSPECTING ID # M-82-186
INSPECTION DATE 5/4/96 INSPECTOR'S INITIALS AJW
OBSERVATIONS
This was a normal monitoring inspection conducted by Tony Waldron of DMG. The site is
located approximately 12 miles southwest of Burlington, Colorado near the intersection of
Roads 40 and K along Sand Creek.
There was a mine identification sign posted at the entrance to the mine site with the
required information. However, the affected area was not clearly marked as required. This
is being cited as a problem on page three of this report along with appropriate corrective
actions. Part of the corrective action is going to be to submit a technical revision to the
permit application providing a description of the affected area sufficient to field locate
the affected area boundaries. This revision should also include a description of topsoil
salvage and storage procedures to be used at this site. It appears that topsoil is not being
preoperly salvaged prior to advancing the pit wall. All topsoil should be removed from the
area immediately above and in front of the advancing pit wall and properly stockpiled and
seeded to protect this resource.
The permit application indicates that sand ang gravel will be removed to a depth of
approximately 12 feet, however, the pit wall is currently 20-30 feet high indicating that the
deposit is being mined deeper than originally anticipated. This change should also be
included in the technical revision. Since the pit has been deepened and Sand Creek will be
re-routed through the reclaimed pit once mining is completed there will be a small depression
remaining which will likely retain some surface water run-off. The reclamation plan should
be revised to reflect this occurrence.
A final comment concerning this site is that there is a small infestation of whitetop just
upstream of the topsoil stockpile. Although no whitetop was observed on the active mine
site, once reclamtion is completed, the whitetop will likely migrate down into the pit area.
The landowner should be notified on this infestation so that they can control it now while
it is isolated and contained on a relatively small area. If this infestation continues to
expand it will crowd out the native range and progressively reduce the livestock carrying
capacity of this site. In addition, the occurrence of noxious weeds can develop into a very
serious problem on reclaimed site by crowding out desirable reclamation species.
I ~ E Contact Address
NAME Walt Isenbart
OPERATOR Kit Carson County
STREET P.O.
