Pg 3/3 Seneca II-W C-82-057 <br />24 August 2004 ~ <br />Topsoil (cont.): - Topsoil stockpile CC was well vegetated and had no erosional <br />problems. There were numerous thistles on and around this pile that need to be <br />sprayed. There was no sign on this pile (one must be put up). <br />-Topsoil stockpile AA has been completely used. The pile area and access road <br />have been regraded and topsoiled as well. <br />-Topsoil stockpile I was being used for topsoil replacement activities. The portion that <br />was not being used was well vegetated and had no erosional problems. The topsoil <br />sign was in place. <br />-Topsoil pile J was well vegetated and had no erosional problems. The topsoil sign <br />was in place. <br />-Topsoil pile B was well vegetated and had no erosional problems. The topsoil sign <br />was in place. <br />-The operator was removing topsoil from the north portion of the Wolf Creek Pit and <br />live-hauling it to the regraded A Pit. <br />- Most of the regraded B Pit has been topsoiled. Approximately half of the steep <br />slopes have been pocked and seeded. The remaining half of the steep slopes still <br />need to have the topsoil replaced. <br />Air Resource Protection: The operator was actively watering the haul roads at the <br />time of the inspection. Although it was very windy in the afternoons, there was very <br />little fugitive dust from the roads, active pits or spoil piles. <br />Slides and Damage: -The portion of the A Pit highwall that slid (by topsoil stockpile <br />CC) was being repaired at the time of the inspection. All of the rough grading work <br />was completed and the operator was working on the finish grading of the area. <br />-The work on the rill and gully areas from the spring run-off appeared to be <br />complete. <br />Highwall Mining: -The operator was not doing and highwall mining at the Seneca II- <br />W mine at the time of the inspection. <br />Bond Compliance: The main focus of this inspection was the bond compliance. On <br />the inspection pond sizes, open pit lengths and spoil volumes, road lengths, topsoil <br />stockpile volumes and facilities were measured. All of the measurements were done <br />with a Trimble GeoXT handheld GPS unit with TerraSync software. Data processing <br />was completed using Trimble's GPS Pathfinder Office 2.90. All data points were field <br />corrected using integrated WAAS and post-collection processed using a <br />Compasscom Base Station.
