III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during the <br />inspection. Comments also describe any enforcement actions taken during the inspection and the facts or <br />evidence supporting the enforcement action. <br />Unit Train Loadout <br />The railroad track bench was stable. Cut and fill slopes did not show any signs of instability. The vegetative <br />cover on the bench outslopes ranged from moderate to good. A fully loaded unit train was on site. There was no <br />indication of any fugitive dust in the air or on the ground. <br />The culverts and ditches along the tracks were in proper order. There was no flow from the culverts and french <br />drains on the west side of the railroad track siding bench. Both Pond J and Pond K were dry. Pond primary and <br />emergency spillways were functional. Pond embankments were stable. <br />The loadout topsoil stockpile had a good stand of vegetation on it. Topsoil signs were up. The road leading to <br />the railroad track bench was dry and in good condition. The mine ID sign was up and contained the correct <br />information.
