<br />III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />topsoil cover will be removed, drainage control benches will <br />be constructed, and an 18 inch soil cover will be replaced <br />prior to final revegetation. Drainage which is currently <br />culverted through the refuse area will be diverted around the <br />pile. <br />Minor amounts of windblown paper and plastic debris were <br />observed on upper areas of the refuse slope, and clean up is <br />necessary. <br />Revegetation <br />Straw mulch has been spread on seeded areas at the North Portal <br />Coal Handling Facility, and a portion of the seeded area at the <br />North Decline. The remaining area at the North Decline should be <br />mulched within the next week. Seeding of the recently constructed <br />CRDA No. 2 upper diversion ditch segment was completed in late <br />February. <br />Final reclamation areas at CRDA-1 and CRDA-2 generally support a <br />good stand of perennial vegetation. It was observed that areas of <br />sandier soil generally appeared to support more productive stands <br />than clayey soils with minimal sand content. <br />Seeded perennials have not yet emerged in the North Decline area <br />which was graded, ripped and seeded last fall. Cheatgrass was <br />prevalent in portions of the treated area. <br />Patches of the noxious weed, whitetop, were observed along the <br />southern and western perimeters of the Roadside Refuse Area slopes, <br />and control measures should be taken this spring. <br />Subsidence <br />Portions of the Powder Mountain Ranch properties designated as <br />renewable resource lands with respect to the subsidence rules due <br />to the presence of irrigated pastureland and associated structures <br />were inspected. The lower pond located adjacent to the field which <br />apparently is irrigated during the spring in some years was dry at <br />the time of the inspection, and irrigation has not been initiated. <br />
