<br />III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />CBA-1 Sump -- Dry <br />N. Decline E. Sump -- Dry <br />N. Decline W. Sump -- Dry <br />Minewater Discharge <br />Discharge Point 001 was not discharging during the inspection <br />on 3/27. <br />Discharge Point 002 was discharging clear water. Operator <br />measured pH of 7.2, and conductivity of 2600 micromohs.. <br />Discharge Point 002 is the long term discharge point, which <br />would continue to drain the south mine workings following <br />cessation of mining and reclamation, and portal sealing. <br />Water is discharged through a 6'~ pipe at this location, <br />however the operator indicated that the discharge originates <br />from two 4" pipes in the mine workings, which are brought <br />together to the single 6" pipe at the point of discharge. <br />Discharge Point 004 was discharging approximately 200gpm into <br />Coal Canyon drainage when observed on the morning of 3/27. <br />The water was quite clear. Operator measured pH of 8.1, <br />conductivity of 2500, and temp. of 60 deg. F. <br />General Observations <br />Various drainage control structures including diversion <br />ditches, collection ditches, and culverts were generally well <br />maintained and in compliance. Some tumbleweeds and other <br />vegetative debris had accumulated in front of the culverts at <br />the road crossing of Coal Canyon drainage, just below <br />Discharge Point 004. The culverts were not blocked, and flow <br />was passing through the debris and into the culverts with no <br />disruption, but maintenance is warranted to prevent further <br />buildup of debris, and potential blockage. <br />The straw bale sediment barrier around the conveyor transfer <br />station adjacent to the river on the north bank was extended <br />as requested during the inspection, in one location where the <br />dirt berm was rather low. <br />
