(Page 2) • <br />MINE ID # OR PROSPECTING ID # K-BZ-086 <br />INSPECTION DATE 3 1 96 INSPECTOR'S INITIALS ACS <br />OBSERVATIONS <br />The Reclamation Permit for the Fairplay Site was recently transferred to Alpine Rock Company <br />from the previous Operator, James Maxwell. This inspection was primarily conducted ae a site <br />assessment to facilitate estimation of reclamation costa and establishment of an appropriate <br />bond amount. James Sampson, of Alpine Rock Company, was present for this inspection. <br />The permit area contains large piles of historic dredge tailings along the southern margin <br />of the site. The approved mine plan specifies excavation of these dredge piles down to the <br />natural ground surface, and crushing and stockpiling of the dredge tailings in the flats that <br />make up the northern portion of the permit area. These flats terminate at the north end of <br />the permit area at a bank that drops down to the floodplain of the Middle Fork of the South <br />Platte River. There are currently no engineered facilities in place at the north end of the <br />permit area to control runoff to the river from the designated excavation, processing, or <br />stockpile areas. Mr. Sampson stated that Alpine Rock Company will be obtaining a Storm Water <br />Permit from the Water Quality Control Division for this site. The Operator moat submit a <br />technical revision to incorporate storm water management facilities, including reclamation <br />aspects, into the Reclamation Permit, e.g., sedimentation ponds, ditches, berme, etc. (See <br />PB #1 on the fourth page of this report). <br />Mr. Sampson stated that an entrance sign ie being prepared for this site that will comply <br />with the requirements of Rule 3.1.12 of the Construction Materials Rules and Regulations of <br />the Mined land Reclamation Hoard (see PB #2 on the fourth page of this report). The south <br />permit boundary at this site coincides with the land ownership boundary. The dredge tailing <br />piles extend onto the other property to the south. Numerous stakes have been set into the <br />dredge tailing piles to mark this boundary. The operator must be careful to leave enough <br />gravel in place to establish 3:1 elopes that treat inside the permit boundary at the time of <br />reclamation. The north permit boundary ie at the location where the flats give way to the <br />river bank that drops down to the floodplain. This permit boundary does not coincide with <br />the land ownership boundary. The Operator ie not currently permitted to disturb any land <br />north of the bank. <br />There was a mobile asphalt plant set up at the Fairplay Site during the summer of 1995. The <br />only processing at the site that is described in the approved mine plan is gravel crushing. <br />If the Operator intends to batch asphalt or concrete at the site, or intends to wash <br />aggregates, or do any processing other than crushing, then a technical revision, including <br />reclamation aspects, will have to be submitted to the permit (see PB #3 on the fourth page <br />of this report). <br />There are piles of salvaged equipment and other junk near the southwest corner of the permit <br />area. The Operator has a lease agreement with the owner of the junk requiring its removal <br />by 7/1/96. If the junk is removed, and the area cleaned-up by 8/1/96, a coat to remove the <br />junk will not be included in the bond amount for the site. If the junk has not been removed <br />by 8/1/96, a coat for junk removal will be applied. <br />The following tasks will need to be completed in order to reclaim the site. The coats to <br />complete these tasks are included in the reclamation coat estimate attached to the Operator's <br />copy of this report (see PB #4 on the fourth page of this report): <br />1. Demolish and remove structures related to the gravel extraction operation. <br />Such structures currently include a 25'x55'x20' high steel building with a 4/12 gable roof <br />(29,331.5 cubic feet) on a concrete slab foundation (1375 square feet), and a 40'x12'x10' <br />high wooden scale house (4800 cubic feet) on a concrete slab foundation (480 square feet). <br />2. Remove coarse sand and crushed gravel that may be expected to accumulate <br />in the processing and stockpiling areas. This task will expose native ground for the purpose <br />of revegetation. If the State was to complete this task, in a bond forfeiture situation, the <br />material would probably be backfilled against the elope of the dredge piles, then plated with <br />the coarse dredge tailings. The processing and stockpile areas are permitted for up to 34 <br />acres, and the material to be scraped up can be anticipated to be approximately 2 feet thick <br />(109,707 cubic yards). The average push or haul distance is measured from the center of the <br />permitted processing areas to the toe of the dredge piles to be approximately 1000 feet. <br />3. Grade and shape the outelopee of dredge tailing piles where excavation has <br />occurred. The operation is permitted to excavate gravel from an approximately 5960 linear <br />foot face of the dredge piles. The piles average about 20 feet in height, and the excavated <br />
