• •
Backfilling the pit with inert material will be an ongoing activity as the mining face
moves forward. Backfilling will occur from time to time on a regulaz basis until the
approved pit reclamation plan in completed.
The approved post-mining land use is industrial development. Operator's
reclamation plan says the excavated site will be backfilled with inert materials as defined
by Colorado Department of Health (CDH) and the Rules and Regulations of the Colorado
Mined Land Reclamation Board (Rules). The CDH definition of inert materials and the
Rules say the materials proposed for disposal must be non-water soluble and
nonputrescible and that adequate safeguazds must exist to prevent the receipt of non-inert
wastes at the backfilled site. Operator intends to use nonwatersolublexnd nonputrescible
material stored onsite to backfill the pit.
Inert material will be pushed or dumped over the edge of the pit with dozers,
loaders or dump trucks. The inert fill material will be placed in small quantities so care
may be taken to assure that each lot or load is composed of acceptable inert material. The
pit may be backfilled with inert material when in a de-watered condition or when water is
present. Voids in the material placed in the pit will be minimized as pit water washes and
settles the inert dirt and sand and gravel fill into areas between the broken concrete, rock,
and asphalt fill.
As proposed in Operator's Reclamation Plan, part of the pit may be left as a pond.
Noxious Weeds. During the site inspection, the inspector noted noxious weeds
within the permit area. Operator will provide the Office with evidence that the weeds will
be treated during the ] 998 season in accordance with recommendations of a local weed
control authority.
Please contact me if you require additional information.
Yours truly,
r~
Alan Parkerson, Vice President
Parkerson Construction, Inc.
mgd/file
