III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />On October 2, 1996 William J. Carter from the Division of Minerals and Geol- <br />ogy performed a complete inspection at The Sanborn Creek Mine. This in- <br />spection was attended by Tom Anderson, P.E., Oxbow Carbon & Mineral, lnc. <br />Availability of Records: <br />All records were found to be in good order and available for review. Many re- <br />ports that are not expected to be available until later this month are available <br />for review on the computer. <br />Roads: <br />All the roads were found to be in good condition. <br />Hydmlo~ic Balance: <br />• Sedimentation pond A contained a small amount of water well below any <br />need for discharging. <br />• Sedimentation pond B contained water at the outlet valve, but well below <br />the spillway. <br />• The east yard pond is dry at this time, while the mine discharge pond is <br />full and discharging clear water. <br />• The sedimentation pond at Upper Hubbard Creek site is dry at this time <br />and is in good condition. <br />• All silt screens at Upper Hubbard Creek and Sanborn Creek sites are work- <br />ing and in good condition. <br />• The old storage area (above the shop) has had a minor drainage problem <br />corrected. <br />Backfill and Grading: <br />• At the Lower Hubbard Creek location, the chainlink fencing and all but <br />two of the rock bolts above the Portal have been removed. This action has <br />brought about a great improvement, making this area appeaz more natu- <br />ral, and reducing the attraction to children. <br />• The large piece of concrete has been removed from the Hubbard Creek. <br />• The settling of portal backfill at Hubbard Creek has been filled. Natural <br />rockfall from the area above the portal should held eliminate the forming <br />of additional settling of the fill. <br />
