Ranney <br />(I) How the site meets each of the criteria under the definition of an abandoned site <br />under rule 1.04(1) and thereby qualifies for a reduction in inspection frequency. <br />Date Permit Revoked and Bond Forfeited; July 18, 1985 <br />Bond Money Held by the Division; $58,073 was in a corporate surety, the surety <br />company declared bankruptcy, as well as American Fuels and the Division ended <br />up without any monies to reclaim the site. <br />Brief History of Mine Site; <br />Mining in this area was first proposed by Viking Coal Company in their permanent <br />program permit application. This application included what is now called the "Old <br />Pryor Strip" and a largely undisturbed tract of land adjacent in Section 19. The <br />permit was submitted on February 13, 1981, but due to overwhelming inadequacies <br />in the application, Viking Coa] Co. Scaled down the scope of the operation to the <br />adjacent area, called New Pryor, and the permit application for the "Old Pryor" <br />died at this point on October 15, 1982. <br />The New Pryor Strip permit, brought to fruition by Viking Coal was permitted on <br />November 9, 1982 when the bond was submitted. A transfer of the permit was <br />received by the Division on August 10, 1983 requesting American Fuels, Inc. As <br />the new owner/operator. The transfer was approved with the receipt of the <br />replacement bond on September 22, 1983. <br />Operations commenced and continued in compliance for approximately one year. <br />In April 1984, the mine received the first of many violations which went unabated <br />for extended periods of time. The mine went into temporary cessation in late 1984 <br />mostly due to the numerous violations issued. Patterns of Violations relating to <br />hydrologic requirements, and Patterns of Violations relating to failure to submit <br />performance bonds for changes in the mining plan and operations led to a Show <br />Cause Order being issued in May, 1985. <br />
