Additionally, a trash rack/anti-vortex device needs to be <br />installed on the outlet pipe of the pond. <br />Pond 3 -Pond 3 has been regraded, but it has not been topsoiled. The topsoil is <br />stored in temporary piles on the west side and in the northeast corner. Additionally, <br />the operator left several large trees on the old embankment of the pond as opposed <br />to cutting them down and using those parts of the embankment as fill. This has <br />caused the pond area to look like a large bowl as the topsoil and these trees (and <br />their associated mounds) are 10-15 feet above the actual ground surface. The <br />landowners expressed concern about the final grading. To eliminate the 'bowl' <br />effect, the trees could be removed and the remaining embankment be used as fill <br />for the pond area. The trees voluntarily grew on the embankment and they are not <br />part of the reclamation plan. EFCI will need to discuss fhe final grading of this area <br />with the landowner to determine whether or not the trees/embankments are to <br />remain. <br />Drainage from the pond 3 area flows down to the north/northeast and through straw <br />bales and a silt fence. Due to the size of the disturbance the Division is requesting an <br />SAE demonstration for this site to verify that what is on the ground is adequate to <br />prevent off-site sedimentation. Additionally, there is a piece of PVC pipe below the <br />silt fence that needs to be removed. <br />Access Road -The access road to the refuse pile has been permitted as a <br />permanent road. The road running along the north and east sides of the refuse pile <br />has not been permitted as permanent, but it must remain in place to allow access to <br />pond 4 and the reclaimed areas around fhe refuse pile. <br />Newlin Creek Topsoil Stockpile -The Newlin Creek topsoil stockpile area has been <br />regraded. The drainage from the pile is routed through an SAE (silt fence) and the <br />Division has an SAE demonstration from the Operator. The light-use road to the <br />topsoil stockpile was stable and in good condition. The light-use road has been <br />permitted as a permanent road. <br />Pond 5 -Pond 5 receives all of the drainage from the regraded facilities area. The <br />pond is stable and well vegetated. The discharge pipe has been cut to make fhe <br />pond aself-dewatering pond. A trash rack/anti-vortex device needs to be installed <br />on the outlet pipe of the pond. The emergency spillway for the pond has been <br />reestablished as well. The Division needs an as-built certification for the redesigned <br />pond 5. <br />Corley Mine Well and Associated Areas on The Corley Mountain Ranch Property: <br />- Corley Mine Well -the area around the Corley Mine Well (a well used by EFCI for <br />water for their coal washing/prep plant) is not, at present time, in the Southfield <br />permit. EFCI has used the area around the well based on an agreement with the <br />Corley Company. The light-use road to the well has become heavily rutted and <br />impassible and several new roads and two tracks have been created (all but one of <br />which is also heavily rutted and impassible). The Corley Company has requested <br />that EFCI reclaim these roads. EFCI will need to submit a revision to include this area <br />in their permit (disturbed boundary) and in their reclamation plan. Inclusion and <br />
