(Page 2) <br /> MINE ID #OR PROSPECTING ID #: M-1977-319 <br /> INSPECTION DATE: 8/28/00 INSPECTOR'S INITIALS: JCS <br /> OBSERVATIONS <br /> This inspection was conducted in order to check the compliance of the operation with the requirements of <br /> the Act, Rules and the conditions of the permit. The site is in reclamation at this time. Mr. Mike Steiner <br /> represented the operator during the inspection. <br /> The ID sign was in order. Although the number of identifiable permit boundary markers was limited, the <br /> site appears adequately defined by the limits of the disturbance and reclamation. <br /> According to Mr. Steiner, portions of the visible disturbance, although within the permit area, were not <br /> areas affected by the operator subsequent to the issuance of the permit. As a result, the so-called east pit <br /> and portions of the west pit have not been included in the reclamation. At this time, only what this <br /> inspector believes to be the central and eastern portions of the west pit have been graded, topsoiled and <br /> seeded. As indicated by correspondence in the permit package, reclamation efforts began in April 1997 at <br /> which time the disturbed area was reportedly contoured and spread with stockpiled topsoil. The area was <br /> subsequently seeded and covered with straw in June 1997. During this inspection, Mr. Steiner indicated <br /> that additional seeding efforts were made in 1998 and 1999. <br /> The approved reclamation plan allows '—a corridor on a grade approximately 50 feet below the <br /> surrounding grade and bordered to the north and south by highwalls." While the highwall on the north side <br /> of the corridor includes slopes that have been graded, topsoiled(?) and seeded, there is a vertical highwall <br /> on the south side of the corridor some 50 or more feet high that apparently will not be reduced or benched <br /> to any great extent. Consistent with the requirements of the reclamation plan, some minor sloping surfaces <br /> have been been developed the base of this highwall. All reclaimed slopes noted by this inspector appear to <br /> be essentially 2:1 or less which was indicated in the reclamation plan as an objective of the operator. The <br /> vegetative cover on the reclaimed slopes is limited but appears established. This cover, however, may <br /> require some addition time and development in order to meet reclamation performance standards. This is a <br /> compliance problem that will be included on Page 3 of this report. <br /> A sizable erosional gully has developed on the reclaimed west facing east end of the west pit and other, <br /> lesser gullies on the reclaimed south facing north slopes of the pit. These will have to be <br /> addressed/stabilized prior to approval of any request for release of reclamation bond and responsibility. <br /> This is a compliance issue that will be included on Page 3 of this report. Other than allowing time for the <br /> vegetative cover to meet performance standards, the stabilization of these surfaces appears to be the only <br /> aspect of reclamation that remains necessary to complete the reclamation plan. As a result, the current <br /> $2500.00 financial warranty is considered adequate at this time. <br /> There was water ponded in the bottom of the"corridor', but, according to the company representative, this <br /> water is the result of recent rains and is not exposed ground water.
