Several deviations from the approved permit specifications were noted during this 5-18-2001 inspection and are noted in the foregoing report. The revision will need to address specific deviations for each of the items detailed in the body of this report such as the new sediment pond, the new groundwater well, the mining phase changes, the revised configuration of the highwalls on the exterior of each phase, the new and unauthorized concrete batch plant, the revised freshwater acquisition through pumping out of the San Miguel River, the revised topsoil and overburden stockpile locations, and the increase in acreage affected at any one time that is covered by the reclamation bond. 3. The topsoil pile is not adequately revegetated to protect this resource from erosion 430-2001 and weed infestation.
