Mining of the exterior slopes of each unit has not been done at a <br />grade of 3H:1 V or less as committed to in the mining plans. No contemporaneous reclamation was noted. The <br />northeast corner of the site has been sloped to 3H:1 V but the operator indicated that much of this slope consists of <br />overburden to be used to backfill some of the exterior slopes that are over-excavated to slopes steeper than 3H:1 V. <br />In the next few days DMG will be recalculating the reclamation cost estimate for this site, in it's current condition. <br />West End Gravel Company will have 60 days from the mailing date of that estimate to submit, and receive DMG <br />approval of, adequate financial warranty in the amount specified, or to perform adequate reclamation of the site such <br />that the current financial warranty remains adequate. To minimize the potential; increase in required financial warranty, <br />DMG recommends that reclamation measures, as specified in the approved permit, begin as soon as possible and <br />encompass as much of the site as possible without being overly restrictive on operation functionality. <br />The overburden and topsoil stockpiles are not located as indicated on the approved permit maps. Please, by the <br />correction date specified on the last page of this report, revise the maps to accurately reflect the location, size and <br />volume of these resources, as well as to accurately reflect the mining operation as it currently exists. <br />• Fencing of the operation has not yet occurred and is required prior to revegetation of the site. Some of the existing <br />fence that was to be tied into to circle the perimeter of the site is dilapidated and will need to be replaced. The fencing <br />provision in the reclamation bond will be calculated for an increased linear footage of 4600 feet to account for this. <br />• The topsoil pile is not adequately revegetated to protect this resource from erosion and weed infestation. Perform <br />vegetation tasks on the topsoil resources and submit photographic documentation of compliance with this corrective <br />action. <br />Responses to this inspection report should be directed to Steve Shuey at the Division's Durango Field Office.
