ti <br />III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />On February 18, 19, and 20, 1997 William J. Carter from the Division of Minerals and Geology <br />performed a complete inspection at the Sanborn Creek Mine. Over the several days of the <br />inspection the weather varied from partly cloudy to cloudy and snowing. The inspection was <br />started on the eastern end of the site at the Hawk's Nest mine where substation number 3 is <br />located and ended up in the western section at Hubbard Creek. <br />Siens and Markers: <br />The sign on the gob topsoil pile should be repainted this spring if other arrangements are not <br />made for using this material. <br />Roads: <br />• Roads throughout the active portions of the mine aze in good, and stable condition. <br />• Due to rock slides, the road up Beaz Creek is not passible beyond 0.4 miles from State <br />Highway 133. Other than for the rock slides, this road is in good, and stable condition to <br />at least the northern side of this site. <br />• Rock slides and a mud slide have blocked the Delta County's road up Hubbard Creek. <br />Vehicles cannot go beyond 0.6 miles up the canyon from old State Highway 133. <br />• Beyond the mud slide the road up Hubbard Creek appears to be in good, and stable <br />condition up to the upper Hubbard Creek fan site. <br />Hydrologic Balance: <br />• Pond A contains water just below the primary discharge point. . <br />• Pond B contains water just above the primary discharge pipe, but is not discharging at this <br />time. ' <br />• The east yard pond is almost dry, showing only a small amount of water in part of the <br />bottom, which appears to be from the snow melt within the pond. <br />• The mine pond is discharging clear water. <br />• The sediment pond at substation #three is dry except for a snow drift in the southern third <br />of the pond. <br />• The silt pond at Upper Hubbard Creek is dry at this time. <br />• Silt fences in all locations appear to be clean and functioning in all locations. <br />• Silt is building up at the east end of the plastic culvert on the south side of the gob pile. <br />• Many of the drain ditches will require routine cleaning this spring due to normal rock and <br />dirt slides. The ditches that show this collection at this time aze: <br />1.) North of the gob pile. <br />2.) The east end of the ditch north of the road to the mine portal.. <br />It should be noted that these ditches are totally functional at this time, and do not require <br />cleaning at this time, however they should be observed for problems. <br />
