(Page 2) <br />MINE ID # OR PROSPECTING ID # <br />INSPECTION DATE 02/01/99 <br />M-77-210 <br />INSPECTOR'S INITIALS AJW <br />OBSERVATIONS <br />This was a normal monitoring inspection conducted by Tony Waldron of DMC along with Greg <br />Frances of Castle Concrete. The site is located approximately 1 mile north of Manitou <br />Springs, Colorado near the head of a side drainage of Black Canyon. Snow ]iad fallen one or <br />two days prior to the inspection and there was approximately 6-8 inches of snow on the ground <br />during the inspection. The area where the quarry is located is rather rugged and rocky <br />terrain with primarily a pinon/juniper type vegetative community intersper::ed with mountain <br />shrub/grassland areas. <br />The Synder Quarry is presently not in production, however, the operator ha:; been performing <br />a considerable amount of internal site maintenance in anticipation of re:;uming production <br />this year. A lot of this maintenance focused on improving the plant site drainage and <br />backfilling or hauling off the waste pile. As this work has been completed, the site was in <br />good condition and appeared ready to resume production. <br />One item that will need to be addressed at this site is the submittal of a geotechnical <br />stability analyses for the use of explosives. In reviewing the permit application, there is <br />a geotechnical report, however, this report addresses post-mining topo!~raphy and slope <br />stability issues. Rule 6.5(4) of the Construction Materials Rules and Regulations of the <br />Colorado Mined Land Reclamation Board requires states, "At sites where blaisting is part of <br />the proposed mining or reclamation plan, the Applicant shall demonstrate th cough appropriate <br />blasting, vibration, geotechnical, or structural engineering analyses, that off-site areas <br />will not be adversely affected by blasting". The operator indicated that considerable work <br />has been conducted with respect to potential off-site impacts from blasting but that a formal <br />analyses had never been submitted to the DMG for inclusion into the permit application.
