III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations <br />made during the inspection. Comments also describe any enforcement actions taken during <br />the inspection and the facts or evidence supporting the enforcement action. <br />Facilities <br />Work continues on the train loadout construction project. The railroad is neazly done laying new <br />mainline track on the east end of the project azea. When this is done, the new mainline will be <br />connected into the system and the old mainline will be dismantled. Then, cut and fill operations <br />for the remaining track bench will resume. <br />The foundation for the new train loadout loading bin is nearing completion. The contractor has <br />begun steel framework erection for the transfer station. Several sections of conveyor belt housing <br />aze on site. <br />The operator is preparing to move the longwall. Therefore, a large amount of coal has been <br />stockpiled on the coal stockpile bench adjacent to Old State Highway 133. The coal stockpile <br />size will be depleted considerably before the longwall move is over. In the meantime, the <br />operator has to do a better job of controlling fugitive dust from the coal stockpile. A wind gust <br />during the inspection resulted in a coal dust cloud that moved up the pile and onto the mine site, <br />but away from the public road. The operator committed to using a tacifier on the coal pile. <br />A small coal fire was observed at the south- facing base of the coal stockpile. The operator set up <br />a sprinkler system to control the smoldering embers. <br />There were no' problems observed with any of the other facilities <br />To soil <br />The collection and diversion ditches at the main topsoil stockpile had sufficient capacity. The <br />straw bale filter was in place. There were no erosional gullies on the stockpile. Some thistle was <br />just beginning to come up. The operator will contract out the weed spraying work soon. Thw <br />topsoil stockpile sign was up. <br />There were no problems at the new train loadout, gob pile and coverfill topsoil stockpiles. The <br />operator needs to move the small topsoil stockpile, located at the conveyor construction site, to <br />an established stockpile site. <br />
