..~~.~. r . • .... . <br />Inspection Report Attachment <br />II - Compliance with 34-J3-101 _. _ <br />e 9.02, Signs and Markers <br />She operator had nu.ne properly marked at the entrance. <br />4.03 Roads <br />The principle road that passes through this site is a county road. This road <br />is properly culvertc•d. Tfre rest of the site consists of 'access roads which go to <br />the various surface facilities. There are no problems under this rule. <br />4.05 Hydrologic Balance <br />The operator has done an excellent job of containing the surface water from the <br />disturbed area within the area. A11 ditches and culverts were maintained and <br />the sediment pond was constructed properly and functioning properly. It should <br />be noted that the structures come within 100 feet bf the stream that runs past <br />the property. llowever, this mine was established prior to the Surface Coal <br />Mining and Reclamation Act of 1977. Civen this situation, the operator has done <br />a very good job of separating waters from the disturbed area from this drainage. <br />Under the Water Quality Monitoring Requirements of the new program, monitoring <br />the surface flow of the stream above and below the mine should give some indication <br />as to whether the mine operatiions are having any affect on the stream water quality. <br />The operator has established diversions to carry water from unaffected areas around <br />the site. These appear to be functioning properly also. <br />9.06 Topsoil <br />Afost of the disturbance of this site took place prior to SMCRA and therefore Little <br />if any topsoil has been saZvaycd. The operator acknowledges this and states that <br />prior to any Future disturbances, available topsoil will be salvaged. <br />2.05 Operation Plans <br />It should be noted that the mine benches are located above the county road cut. There <br />is .came minor sloughing along the face of those cuts. It is not clear whether there <br />is a significant problem as to the mine bench stability, however, this should be <br />investigated under the new permit application. <br />4,09 Support Facilities <br />A12 the support facilities appear to he well maintained. The operator is crushiny <br />coal at the site along with ChB other mining activities. These operations are being <br />conducted in a manner that minimizes disturbance to the hydrologic balance and to <br />fish and wildlife resources. <br />No enforcement actions were taken during the inspection. <br />
