III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />Backfill and Gradin <br />As part of this inspection all former open pit areas were inspected. Former pit areas include the <br />North Pit, Neck Pit Area, North and South Valora Pits, Wolf Creek Pit, and the Scraper Pit. <br />Most former pit areas have been backfilled and graded, with exception of the following two <br />remaining areas: a small azea located at the western end of the former North Valora Pit and the <br />Neck Pit Area. The small area west of the North Valora Pit is the location of the landslide above <br />Pond 012 that occurred in March 2000. This location is scheduled to be backfilled and graded in <br />2006. The Neck Pit Area is scheduled for backfill and grading in 2007. <br />SCC has not made any requests for retaining any of the existing sediment ponds as permanent <br />impoundments at the Yoast Mine. Sediment ponds are cunrently scheduled for backfill and <br />grading in 2014 through 2018 as indicated on the Backfill And Grading Plan (Exhibit 19-IA). <br />Topsoih and Reve etation <br />Four scrapers were working in the northern end of the Wolf Creek Pit redistributing topsoil at the <br />time of this inspection. Based on the observations made during this inspection, backfill and <br />grading operations, topsoil replacement, and revegetation efforts are on schedule for all mine site <br />locations and are currently compliant with permit conditions. <br />Slides and Dama¢e <br />The slide area above Pond 012 was inspected. The site of the landslide was viewed from the <br />Pond 012 embankment. According to SCC, a portion of the slide-damaged area was recently <br />blasted to aid in backfill and grading operations and to allow for easier removal of some of the <br />slide damaged material. <br />The landslide that occurred west of Haul Road B in the vicinity of former Haul Road D was also <br />inspected. As noted in the DMG's previous inspection report (dated 5`26106) significant new <br />movement and cracking has recently occurred at this slide location. SCC is preparing a plan for <br />mitigating the slide-damaged area which according to SCC will include trenching the area and <br />installing a French drain. <br />
