III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection- The comments include discussion of observations made during the <br />inspection. Comments also describe any enforcement actions taken during the inspection and the facts or <br />evidence supporting the enforcement action. <br />This was a camplete inspection of the Yoast Mine conducted on June 22 and June 23, 2006 by <br />Mike Boulay of the DMG. Henry Austin from the Office of Surface Mining conducted a <br />complete, oversight inspectian on these dates. Dennis Jones of Seneca Coal Company (SCC} <br />was present during the inspection on the afternoon of June 22"a. Weather conditions were sunny <br />and warm. Ground conditions were mostly dry at the mine site. <br />Coal production ended in the later part of 2005 and by March 2006 all coal haulage from the <br />Yoast mine had ceased. The dragline has been moved to the Dragline Teardowrt Area adjacent <br />to Haul Road B south of the Substation. Final reclamation operations are underway at the site. <br />Availability of Records <br />The availability of records was reviewed at the SCC office on the morning of June 23`d. All <br />required records were complete and on file at the mine site. Please see the attached Availability <br />of Records Checklist. <br />Hydrologic Balance <br />Site Sedimentation Ponds 010, 011, O11A, 012, 013, and 014 were inspected. All site ponds <br />were retaining water. Ponds 010, 011, 12, and 013 were dischazging clear water. Pond inlets <br />and discharge structures are in good condition and functioning properly. Pond embankments are <br />well vegetated and stable. No problems were noted at any of the pond locations. <br />The lower Annand Draw drainage was inspected. The lower Annand Draw drainage appears to <br />have stabilized. The check dams placed across the drainage have functioned as intended by <br />controlling the erosion in the drainage channel. The check dams have all filled in with sediment <br />main, and until the Neck Pit Area is graded, topsoiied, and seeded (2002} it may be necessary to <br />clean the check dams at least one more time. Reseeding of the drainage channel bottom is also <br />recommended. <br />The YPM-12 drainage was inspected between Pond 011 A and Pond O1 I . This drainage channel <br />is also stabilizing and Looks to be in relatively good condition since the last repairs were made to <br />check dams and additional riprap added to the spillway below Pond 01 lA in 200. All check <br />dams were intact and functioning as intended. The mid-section of the channel showed some <br />erosion in areas where the channe( was backfilled. Please continue to monitor this location and <br />make repairs necessary to prevent erosion and to ensure the mid-section of the channel remains <br />stable. <br />
