III. COMMENTS -COMPLIANCE
Below are comments on the inspection. The comments include discussion of observations made during
the inspection. Comments also describe any enforcement actions taken during the inspection and the
facts or evidence supporting the enforcement action.
This was a complete inspection of the New Horizon Mine for the month of July, 1999. The purpose of this
inspection was to release a portion of the Mine 2 surety for a Phase 1 bond release. The public was
invited to attend and letters were sent out by the Division to all landowners informing all interested parties
about the inspection. The only people present for this insprction was Ross Gubka, Randy Pair (OSM),
and myself, Harry Ranney (DMG).
HYDROLOGIC BALANCE: Mine 1: Ponds 1 and 6 had water in them but only 1 was discharging as
normal, all other ponds were dry. All ditches and culverts are functioning as designed. Mine 2: Pond 7
had water in it and was discharging at a rate of approximately 5GPM. All ditches and culverts were clear
and capable of functioning as designed.
BACKFILL & GRADING: B & G was in progress as is normal. No problems were noted. For the Phase
1 bond release area, the land was completely covered by foot and no evidence of any rills or gullies were
noticed. The land conformed to the approved post mining topography map and no low spots were noted.
Runoff from the area flows into the approved drainage channel which was bond released last year.
EXPLOSIVES:. Records were inspected and found to be in compliance. Documentation was given to
me as proof that the sanitation department was paid for all damages due to April's flyrock violation.
TOPSOIL: The topsoiling recovery and replacement for this year has been completed.
RECLAMATION SUCCESS: The site was in excellent condition and this site remains as one of the
most outstanding reclamation efforts by an active minesite.
