III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during <br />the inspection. Comments also describe any enforcement actions taken during the inspection and the <br />facts or evidence supporting the enforcement action. <br />This was a complete inspection of the New Horizon Mine for the month of July, 1999. The purpose of this <br />inspection was to release a portion of the Mine 2 surety for a Phase 1 bond release. The public was <br />invited to attend and letters were sent out by the Division to all landowners informing all interested parties <br />about the inspection. The only people present for this insprction was Ross Gubka, Randy Pair (OSM), <br />and myself, Harry Ranney (DMG). <br />HYDROLOGIC BALANCE: Mine 1: Ponds 1 and 6 had water in them but only 1 was discharging as <br />normal, all other ponds were dry. All ditches and culverts are functioning as designed. Mine 2: Pond 7 <br />had water in it and was discharging at a rate of approximately 5GPM. All ditches and culverts were clear <br />and capable of functioning as designed. <br />BACKFILL & GRADING: B & G was in progress as is normal. No problems were noted. For the Phase <br />1 bond release area, the land was completely covered by foot and no evidence of any rills or gullies were <br />noticed. The land conformed to the approved post mining topography map and no low spots were noted. <br />Runoff from the area flows into the approved drainage channel which was bond released last year. <br />EXPLOSIVES:. Records were inspected and found to be in compliance. Documentation was given to <br />me as proof that the sanitation department was paid for all damages due to April's flyrock violation. <br />TOPSOIL: The topsoiling recovery and replacement for this year has been completed. <br />RECLAMATION SUCCESS: The site was in excellent condition and this site remains as one of the <br />most outstanding reclamation efforts by an active minesite. <br />
