III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />On March 20, 1997, William J. Carter from the Division of Minerals and Geology, accompanied <br />by Basil Bear, performed a complete inspection at the Bowie #1 Mine. The weather was clear <br />and warm throughout the entire inspection. <br />Availability of Records: <br />All records were found to be in good order and available for review. <br />Signs and Markers: <br />All signs and markers appeaz to be in place and in good condition. <br />Roads: <br />• The road to the explosive magazines was impassable due to rocks that have fallen onto the <br />road. According to Basil Bear, this area will be cleaned before the next inspection. <br />• All other roads were clean and in good condition considering the time of year and current <br />weather. <br />• During the inspection some of the roads were actively being maintained. <br />• Many of the roadside Glitches need normal spring cleaning to remove rock and dirt slides. <br />Hydrologic Balance: <br />• Ditch behind and to west of shop area needs to have rock and silt removed. <br />• The silt trap on the west side of shop area was full. This silt trap was cleaned during <br />inspection and therefore continues to be functional. <br />• The west ridge pond was one and a half to two feet below the primary drain. <br />• Sedimentation pond #one contained very little water. Sediment in this pond is a little more <br />than one foot below the primary. According to Basil Bear the sediment of this pond will <br />be removed in July. <br />• Sedimentation pond #two contained water at about eight inches below the primary drain. <br />Leaking of the dam is significantly less than last year. <br />• Sedimentation pond #three contained water at about three to four feet below the primary <br />drain. The dam was not leaking at the time of this inspection. <br />• Sedimentation pond #four contained very little water in the back half of the pond, also <br />some snow and snow melt was observed on the backside of the dam. <br />• ROM pile pond contained water above the primary drain, but was not discharging at the <br />time o the inspection. <br />• The West mine sedimentation pond was flowing over the primary drain at the time of the <br />inspection. The water appeared almost clear/slightly cloudy. Basil Bear field tested the <br />water at the time, and found a pH at 8.2, and conductivity at 550 umhos/cm. <br />• The highway stack pile pond was approximately six feet below the primary drain. <br />• The loadout yard sedimentation pond continues to be dry. <br />
