ill. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />This was a complete inspection, conducted by Joe Dudash of <br />Colorado DMG. Also representing the state were David Berry and <br />Bill Carter. Forrest Luke and Larry Henderson represented the <br />operator. Running concurrently with most of this inspection was a <br />Phase 1 and Phase 2 bond release inspection. Mitch Rollings <br />represented OSM for the bond release inspection. There will be a <br />separate inspection report for the bond release inspection. The <br />weather was clear and cool on Monday, November 4, 1996. It snowed <br />on Tuesday, November 5, 1996 but was clear again on Wednesday, <br />November 6, 1996. The ground underneath the snow did not freeze, <br />resulting in very muddy conditions. Access was limited. <br />8IGN6 AND lSARRERB <br />Permit boundary marker signs, mine ID signs and blasting signs <br />were .present at those locations that were accessible. The <br />information on the signs was correct. <br />ROADS <br />All of the haul roads were passable, although somewhat muddy. <br />Most of the access and light use roads were not passable during <br />the inspection, due to the snow and mud. <br />No problems were observed at the main office and storage area, <br />the two anfo sites, the explosives storage area, and the waste <br />product area. <br />BEDINENTATION PONDB <br />No Name No. 5 was the only NPDES pond that was discharging. The <br />discharge was clear and was about 30 gpm. The East Pyeatt NPDES <br />point had spring water flowing through the flume, at about 30 <br />gpm. The East Pyeatt ponds were not discharging. All of them had <br />considerable capacity remaining for treatment of runoff. Pond <br />embankments were snow-covered but appeared to be stable. <br />1 <br />
