x I <br />? 4 <br />III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />was closed. There was no gullying on the topsoil stockpile. However, the topsoil stockpile sign <br />needs to be put back up. Surface disturbance mazkers were up around the site. <br />East Mine <br />The gate to the east mine was closed and locked. The mine ID sign was up, as were the surface <br />disturbance mazkers around the mine site. The rpine equipment that had been stored at the old <br />tire shop area has been removed. The concrete on the various benches has not been removed yet. <br />There is still about 2000 gallons of waste oil in the large oil tank on the crusher/screener bench. <br />The concrete containment structure was intact. 'The operator has shipped out some of the coal <br />that came from the ROM pile screening project.: The roads were in good condition. <br />Ponds 1, 2, 3 and 4 were dry. The bin walls and.the inslopes of the four ponds appeazed to be <br />stable. Spillway structures were functional. Straw bales were in place azound the drop structure <br />and at the east end of the diversion ditch, both on the crusher/screener bench. Culverts and <br />ditches azound the mine site were functional. <br />West Mine <br />There was no activity at the west mine. There were no erosional gullies observed on the <br />reclaimed area. There was no water in the two new sediment ponds. The silt fence below the <br />lowest pond should be extended for better coverage. The mine ID sign needs to be put back up. <br />At the west mine fan site, the backfilled material in the vent shaft has settled. The operator was <br />working on moving more coal refuse into the void. The road to the site was in good condition. <br />Some places in the silt fence will need some repair soon. <br />Well Field <br />There were no problems observed at the Sylvester Gulch well field. There were no gullies on the <br />topsoil stockpile. The topsoil sign was up, as was the mine ID sign. <br />Records <br />All of the records were in compliance, as listed on the following records checklist. <br />c:\ms97\bowie 1\insp0802 <br />
