Witco <br />HISTORY - WITCO GOLDEN BEAR <br />Facilities - Oildale, CA. For over half a century a leader in the <br />production of high quality naphthenic process oils, road <br />rejuvenating aids and other specialty products. Crude oil sources <br />naphthenic and 100% domestic from Kern County, California wells. <br />There is no naphthe in naphthenic crude oils. Golden Bear has been <br />in the forefront of dust control product development and marketing <br />for over fifty years. <br />BRIEF DESCRIPTION OF PRODUCT AND ITS USE <br />Attached are copies of very specific technical environmental safety <br />information and report of tests conducted for Golden Bear to prove <br />compliance with California A82588. Coherex® will not be a problem <br />with regard to meeting air emission requirements. You can see from <br />the enclosed report there are no detectable levels of poly-aromatic <br />hydrocarbons: (PAH). <br />Coherex is a safe, stable, concentrated, nonvolatile water emulsion <br />manufactured to strict ASTM test procedures and consists of <br />approximately 60% resins and 40% wetting solution. These resins <br />are in suspension in the water and are not water soluble. <br />Therefore Coherex will not leach out such as many other dust <br />palliatives do. <br />EFFECT OF RAIN <br />Effect of normal rainfall on treated surface is negligible. The <br />Coherex will not be washed away provided it has had time to <br />penetrate the soil and dry out. <br />Two recent projects Completed by Witco consisted of (1) applying <br />Coherex on unpaved streets throughout a restricted residential area <br />in La Quinta, CA; (2) applying Coherex On unpaved Open areas and <br />access roads at Westinghouse Desert Communities Big Horn Country <br />Club Project, Palm Desert, CA. Both jobs were in areas with <br />extremely high environmental sensitivities. <br />Recently (1991-92) Golden Bear successfully completed a Dust <br />Control (PM-10 Emission) pro.)ect initiated by the South Coast P.ir <br />~i ::ali±~, 61~na?eme n.+~. Participation by <br />manufacturers was voluntary and at the manufacturer's expense. <br />Several competitive products apparently chose not to participate in <br />the project because among the South Coast AQMD published List of <br />Non-Approved Products you will note are Mag Chloride, Calcium <br />Chloride, Lignosulfonate and Soil Sement. <br />Following is some very specific technical environmental safety <br />data: <br />
