III. COMMENTS-COMPLIANCE ~DK/1„~e(~I C~Y~-~~7 <br />Below are comments on the inspection. The comments include discussion of observations <br />made during the inspection. Comments also describe any enforcement actions taken during <br />the inspection and the facts or evidence supporting the enforcement action. <br />This was a complete inspection of the Southfield Mine conducted by Jim Stark of CDMG. AI <br />Weaver of EFCI was not present at this inspection. The mine is shut down and has been in <br />temporary cessation since 18 December 2000. The mine went into permanent cessation on 6 <br />August 2001. The weather was cool and sunny and the ground was dry. <br />Availability of Records: All of the records were available at the mine office. See the Records <br />Check List at the end of this report for more details. <br />SIGNS and MARKERS: All of the necessary signs were up and in good condition (including mine <br />ID sign, permit boundary signs and topsoil stockpile signs). <br />ROADS: The haul road to the refuse pile was well maintained and in good condition. The <br />road from Pond 1 to Pond 2 and through the bone-yard has been regraded and is in good <br />condition. The mine entrance road was also well maintained and in good condition. <br />HYDROLOGIC BALANCE: <br />- Pond 1 contained water at a level several feet below the discharge pipe. The pond is well <br />vegetated and in good condition. <br />- Ponds 2 and 3 are lined ponds used for the wash plant. Pond 3 contained water about five <br />feet below the high water mark. Pond 2 had been drained and only contains a layer of <br />sediment at the bottom. <br />- Pond 4 contained a very small amount of water at the inlet side closest to the refuse pile. It is <br />well vegetated and in good condition. <br />- Pond 5 contained no water at the time of this inspection. This is the pond that catches all of <br />the runoff from the facilities area and wash plant so there is little water coming from this area <br />since the mine is in permanent cessation. This pond was well vegetated and in good <br />condition. <br />-The ditches along the mine entrance road and the haul road to the refuse pile all appeared <br />well vegetated and in good condition. The 100-year ditch around the refuse pile is in good <br />condition and has a good deal of vegetation growing in it. <br />-All of the culverts were clear and appeared to be functioning properly. <br />-The SAE at the explosives bunker was in good condition and appeared to be functioning <br />properly. <br />- Both ponds at the loadout were dry. Both ponds were well vegetated and in good <br />condition. <br />PROCESSING WASTE: <br />- The final liff on the "old" portion of the pile appears to be complete. There are a number of <br />piles of refuse that need to be compacted. It had been stated previously that the remaining <br />piles of refuse would be used to tie the "old" portion in with the expansion area when the <br />mine begins reclamation. The piles appear to be stable and are not contributing any <br />sediment or coal fines to Pond 3. <br />-There did not appear to be any water pooling on the active areas of the refuse pile. <br />
