III. COMMENTS -COMPLIANCE ~a /~,~t~0 ~ ~~ O/f~
P~ /~ a~~~_ o~ ~~
Below are comments on the inspection. The comments include discussion of observations
made during the inspection. Comments also describe any enforcement actions taken during
the inspection and the facts or evidence supporting the enforcement action.
This was a partial inspection of the Southfield mine conducted by Jim Stark of CDMG.
Sandy Brown of the CDMG, George Patterson of EFCI and Dr. Corley of the Corley
Company accompanied me. The main purpose of this inspection was to check on
possible subsidence features on the Vento property (as concerns were expressed by
the landowners). The mine is in permanent cessation and all of the initial reclamation
(structural demolition, backfilling and rough grading, topsoil replacement and the
seeding of a cover crop) has been completed. The mine has applied for a Phase I
Bond Release and the Division is still in the process of reviewing the application. The
weather was cool, windy and sunny and the ground was dry.
Signs and Markers: All of the required signs (including the mine ID sign, permit
boundary markers, the ID sign at the refuse pile and topsoil markers) were in place.
The signs at the loadout were also in place.
Roads: -The mine access road was well maintained and appeared to be stable and
in good condition. There was some very minor rutting due to the recent wet weather
but they do not appear to be a problem at this time.
-The haul road to the refuse pile was also well maintained and appeared to be
stable and in good condition.
- The road around the east and north sides of the refuse pile to Pond 4 (and the
regraded pond 3 area) was well maintained and appeared to be stable and in
good condition.
-The road to the explosives bunker was well maintained and appeared to be stable
and in good condition.
Hydrologic Balance: -Pond 4 contained a very small amount of water at the time of
the inspection. The pond was well vegetated and appeared to be stable and in
good condition. There were no signs of erosional problems on the pond
embankment at the time of the inspection. Pond 4 is aself-dewatering pond. The
dewatering pipe is equipped with a trash rack and antivortex device.
- The 100-year ditch around the refuse pile appeared to be stable and in good
condition. Water has flowed in this ditch in response to the recent precipitation and
the ditch remains in good condition. No erosional problems were noted in the ditch
at the time of the inspection.
Processing Waste: The refuse pile remains stable affer the recent precipitation events.
There were no signs of erosion on the newly reclaimed slopes of the pile and very
little sediment was deposited in the 100-year ditch around the refuse pile or at the
inlet to Pand 4. The cover crop that was planted on the newly regraded portion of
the refuse pile appears to be growing.
