Alternatively, the operator can backfill <br />the pit or demonstrate that the water in the pond results from surface runoff. <br />6. Water well #12, owned by Public Service Company (PSC), is located in the southwestern <br />corner of the permit area. The well intercepts water in the Leyden Coal Mine, an underground <br />mine located below the gravel operation at a depth of approximately 700 feet. The mine <br />extends about 1.5 miles north, close to an area now occupied by Rocky Flats Industrial Park <br />(RFIP). According to a memo (attached) by the Colorado Department of Health (CDH), dated <br />March 16, 1994, there is a concern that hazardous constituents (chlorinated solvents and <br />metals) known to have contaminated the ground water beneath RFIP could also contaminate the <br />water being pumped in Well #12. This water is pumped from the mine and diverted either to <br />Leyden Creek or to the Pioneer gravel operation. PSC acquired an NPDES permit in 1990 to <br />dispose the water into Leyden Creek and the CDH memo stated that the water was diverted to <br />the sand and gravel operation shortly after the discharge permit was acquired. Durinq the <br />inspection, the water from Well # 12 was being pumped into one of Pioneer's sediment ponds. <br />Plane are to use the water at the wash plant once it ie installed. The assumption here is <br />that some water used in the sediment ponds or in the wash plant will seep into the ground. <br />Pursuant to Rule 3.1.6, the operator is required to minimize disturbance to the quality of <br />the groundwater. The operator will need to obtain a groundwater permit from the CDH or <br />provide evidence one is not needed. It will be necessary to determine if the ground water <br />pumped from Well #12 is currently contaminated. According to Mr. Del Montoya of PSC, this <br />water is sampled and analyzed monthly and quarterly. The operator needs to submit results <br />of analytical results of analyses on the ground water from Well #12 obtained within the last <br />year (see PB-3). The analyses should include methods for determining the presence of <br />chlorinated solvents and metals. Data may be available from the unit manager for PSC's <br />Environmental Department, Me. Louise Meyerkord at 294-2814. Based on the findings of this <br />analysis, the well water may need to be tested periodically for both metals and organic <br />contaminants. The operator will need to submit a plan to do eo. <br />7. The Division will need to receive verification that a stormwater management plan has been <br />filed with the CDH.
