McNure <br />Cheif, Regulatory Unit 4 <br />2784 Crossroads Blvd., Suite 207 <br />Grand Junction, Colorado 81506-3975 <br />Re: Animas Aggregates, Inc.'s "Thomas Pit" <br />File No.: M-76-020, La Plata County <br />Dear Mr. McNure: <br />Your letter dated December 4, 1985 concerning Animas Aggregates, Inc.'s <br />application for an Army Permit (404) for the above-captioned operation was <br />received by the Division on December 6, 1985. <br />Upon review of permit M-76-020 and the materials submitted with your letter, <br />the following concerns arose: <br />1. A. Not all the "proposed dike repair/construction" sites <br />illustrated on the No. 9119 application map lie within the <br />permit M-76-020 boundaries. Please refer to Exhibit ~ map, <br />October 23, 1981 amendment submittal. <br />B. Does Animas Aggregates, Inc. have the legal right to access and <br />modify these areas? <br />David Berry, staff geomorphologist reviewed the materials and was concerned <br />about the following: <br />1, The filling of the upstream end of both the "south dike" and the <br />"Dike Bank" may cause flow deflection and consequent erosion across the <br />channel as well as downstream. <br />2. Additional detail relating the mining operation and dike <br />restoration work effects upon across river and downstream property is <br />required, insuring that bank degradation or flow levels will not be <br />substantially altered by this project. <br />A. How will dike heights relate to flood events (stage)? <br />B. Will channelization create increased Velocity to caus= <br />accelerated degradation downstream? <br />3.
