III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />On May 13, and 14, 1997, William J. Carter and Joe Dudash from the Division of Minerals and <br />Geology, accompanied by Tom Anderson and Mazk Milner, performed a complete inspection at <br />the Sanborn Creek Mine (Oxbow Carbon and Minerals). The weather was clear and warm. <br />Roads: <br />• The roads to the Hubbard Creek sites were being cleared by the County on Tuesday, and <br />were passable for our inspection on Wednesday. <br />• Tom Anderson pointed out more cracks in the road just above the existing slide area. This <br />is a reminder of the natural lack of stability inherent to this area. <br />• All other roads throughout the mine site wen; found to be well-maintained and in good, <br />stable condition at the time of the inspection. <br />Hvdrolottic Balance: <br />• The pond created by the natural slide in Bear Creek is somewhat smaller than when last <br />observed in April. <br />• Pond A was moist, but did not contain any free water. <br />• Pond B contained water just above the primary discharge pipe, but was not discharging at <br />this time. <br />• The east yard pond, the sediment pond at substation number three, and the sediment pond <br />at Upper Hubbard Creek were all dry at the time of this inspection. <br />• The mine pond continues to discharge cleaz water. <br />• Most of the drainage ditches throughout the mine site have been recently cleaned, and all <br />the ditches appear to be functioning properly at this time. <br />• The seep observed at the Bear Creek site is north of the old portal location. According to <br />Tom Anderson, this seep was present during mining operations at this site and was above <br />the old water tank. This area appears to be stable at this time. <br />Backfill and Grading: <br />No significant changes were noted at either Beaz Creek or Hubbard Creek since the last <br />inspection. <br />)xnlosives- <br />• Berms are stable and well vegetated at this time. <br />• Silt Cences, and culverts at the explosive storage location were found to be clean and fully <br />functional during the inspection. <br />Processing Waste• <br />The gob pile was found to be stable and drains were clean and fully functional. <br />
