Colowyo C-1981-019 <br />8 January 2007 <br />Pg 5/9 ~~- <br />General Mine Plan Compliance: -The 101 dragline is in the East Pit performing <br />reclamation. The 102 dragline was working on reclamation in the west pit. The 103 <br />dragline was walking to the B-Seam. Both the 102 and 103 draglines have been <br />down for servicing. <br />-The 1 14 shovel operation was currently working on removing the A-Seam <br />overburden. <br />-The operator was dumping overburden in the mid-pit area of the West Pit. <br />-The mining at the Colowyo Mine appears to be progressing as discussed and <br />approved in the PAP. <br />Air Resource Protection: -All of the areas of the mine were well compacted and <br />stable at the time of the inspection so there were no problems with fugitive dust. <br />There were also no problems with fugitive dust at the coal stockpile at the Gossard <br />Loadout. <br />Excess Spoil: -The reclaimed portions of the West Pit spoil pile were well vegetated <br />and appeared to be stable at the time of the inspection. Runoff from this portion of <br />the pile goes into the West Pit pond. No erosional problems were noted of the pile at <br />the time of the inspection. The upper portion of the pile is truck-dumped spoil. This <br />part of the pile appeared to be stable at the time of the inspection. The reclamation <br />plan calls for the top 75 feet of this pile to be hauled to the West Pit to achieve AOC. <br />This is being further addressed in Technical Revision 63. <br />- Streeter fill was covered with snow but appeared to be stable at the time of the <br />inspection. No erosional problems were noted on the fill. This pile has gone through <br />a Phase II bond release. The operator has submitted Technical Revision 64 to <br />terminate quarterly inspections for this pile. The Division issued a proposed decision to <br />approve TR-64 on 17 October 2006. The Streeter pond below, however, still receives <br />runoff from disturbed areas, so it must remain. <br />-The Section 16 Fill was not accessible at the time of the inspection due fo snow. This <br />pile has gone through a Phase II bond release. The operator has submitted Technical <br />Revision 64 to terminate quarterly inspections for this pile. The Division issued a <br />proposed decision to approve TR-64 on 17 October 2006. The Section 16 Pond below <br />the fill still receives disturbed area runoff and will remain. <br />Highwall Miner: -ICG was on site but was not currently mining the E-Seam on the east <br />side of Taylor Draw in the West Pit at the time of the inspection. They appeared to be <br />at about their 20+h hole at the time of the inspection. The previous holes outside the <br />operational area have been filled, with approximately five holes remaining open. <br />This is still acceptable based on the approved highwall mining plan in the permit. <br />ICG is mining from the north to the south and they are stockpiling the coal to the <br />north behind the operation. They have completed the mining activities on the west <br />side of Taylor Draw and all of the highwall miner holes have been filled. An <br />assessment in the office showed that no highwall miner hole exceeded 900 feet on <br />the west side of Taylor Draw. This is well short of the permit boundary. <br />
