Below are comments on the inspection. The comments include discussion of observations
made during the inspection. Comments also describe any enforcement actions taken during
the inspection and the facts or evidence supporting the enforcement action.
This was a complete inspection of the Colowyo Mine conducted by Jim Stark of
CDRMS. The inspection was conducted on 8 and 9 January 2007. Tony Tennyson and
of CCC accompanied me on the inspection. Tay Tonozzi and Tony Tennyson were
also present on the afternoon Of 8 January 2007 for the records check portion of the
inspection. The mine was actively mining coal and hauling coal to the loadout at
the time of the inspection. The weather was cold and sunny and the ground was
covered with snow.
No documents were hand-delivered at the time of the inspection.
Availability of Records: All of the necessary records were available at the mine
office. The records are in the records room. Please see the DBMS Availability of
Records form at the end of this inspection report for more detailed information
regarding the required records.
Signs and Markers: -All of the necessary signs were in place as required at the time
of the inspection. Mine ID signs were in place at all of the ponds along Colorado
Highway 13 as required.
Roads: -The access road and haul road to the Gossard Loadout is a paved road.
The road was well maintained and in good condition.
- The light-use road in Taylor Draw to the West Pit Pond and East Taylor Pond was
stable and well maintained at the time of the inspection. There were some ruts and
muddy/wet areas from the melting snow but overall the road was in good condition.
-The haul roads in the East and West pit areas were all well maintained and stable at
the time of the inspection. The roads were dry but there were no problems with
fugitive dust at the time of the inspection. No erosional problems were noted on
these roads. The main haul road was closed as the 103 dragline was walking to the
B-Seam at the time of the inspection.
-The light-use roads around the Gossard Loadout and to the rail loop were well
maintained and in good condition.
-The roads to and around the Section 16 Pit and pond were not accessible at the
time of the inspection due to snow.
-The roads in the West Pit for access to the highwall miner and former Bower project
were all frozen and appeared to be stable at the time of the inspection. These roads
run along the west edge of the West Pit and up to the top of the section 16 Pit on the
west side. No erosional problems were noted on these roads at the time of the
inspection.
