Please also be advised that sedimentation pond operations must be in <br />full compliance with all requirements of the NPDES permit If problems are identified <br />in the field, the Colorado Water Quality Control Division will be contacted and <br />enforcement actions may be pursued. The pond embankment appeared to be stable. <br />The emergency spillway was functional. <br />At the time of the inspection, the primary discharge gate valve of pond B was securely <br />closed. The water level eras just below the primary irnert. The pond B embankment <br />was stable and the emergency spillway was functional. <br />The operator may want to drain out any remaining water from the primary discharge <br />tubes of ponds B and C, so that the water trapped behind the discharge gate valve <br />won't freeze and damage the valve or tube. <br />The operator has constructed the gob pile pond. The pond's as-built certification is <br />needed soon. <br />Topsoil <br />The operator needs to place a topsoil sign on the larger topsoil pile next to pond B. <br />The operator has begun work on the new gob pile so a new topsoil pile is being <br />constructed just to the east of the future gob pile. No gullying was seen on any of the <br />topsoil stockpiles. The silt fence at the main topsoil stockpile will need some repair <br />soon, although it is still functional. <br />Facilities <br />The operator continues to construct facilities at the portal bench and to drive the <br />mains. The anal that is being extracted is being screened at the portal bench and <br />loaded onto haul trucks by a front end loader. Most of the coal is being trucked to the <br />Bowie No. 1 loadout. A small amount of coal is being trucked to the Terror Creek <br />loadout and shipped out as stoker coal. The operator reported that about 1000 tons <br />per day of coal are being trucked off site. The operator is using single load coal trucks <br />with a 30 ton capacity each. If the operator wishes to use tandem load haul trucks, a <br />special trucking permit would be required. <br />The concrete floor of the warehouse has been laid. The office trailer has been moved <br />to the portal bench area. The operator has not obtained a Colorado Health permit for <br />the sewage treatment plant yet. According to the operator, this permit needs to be <br />obtained even before the plant can be purchased. The operator stated that the <br />sewage treatment plant will be self-contained, with the discharge going through a pipe <br />that will be under two turns of the main haul road and emptying into the draw that <br />drains ultimately into pond B. <br />C3~ <br />
