8. Overland Convey or System -Transfer Station No. 2 (TS-2~ - a "grass filter" is
used at TS-2 for runoff purposes. Similar to TS-1, TS-2 was well maintained with
very little coal on the ground and a minimal potential for dust. Coal fine cleanup
was occurring during the site visit.
9. Slot Storage Facility -this facility is covered and totally contained. For this
reason, there are no concerns with respect to air quality. The ditch running from
the facility to slot storage pond 1 (SS-1) has added erosion prevention controls in
the form of straw bales. The ditch was grass-lined and clear.
10. Slot Storage Pond 1 (SS-1) -the area below the culvert leading to the pond had
recently been cleaned out. The pond was dry and no discharge concerns were
identified.
11. EmerQency_(Coal Fire) Discharge Tower -runoff from this facility reports to slot
storage pond 2 (SS-2).
12. Slot Storage Pond 2 (SS-2) - SS-2 was dry and is "overdesigned" for the area it
controls. Consequently, no discharge concerns were identified.
13. Loadout Belt Facilitv - no runoff or erosion concerns were identified, and there
was no evidence of coal fines outside of the permit boundary.
14. Small Area Exemrotion (SAE) with Rock Filter -this structure is located at the
base of the Loadout Belt Facility. The SAE was dry and no erosional or siltation
concerns were identified.
15. Railroad Sumn Pond -this pond receives domestic water from the railroad
loadout facility. The pond was dry and there was no evidence of discharge.
16. Railroad Loadout Facilitv -the DMG representative notified mine staff that the
straw bales located at the top of the facility channel need to be replaced and
updated. A berm located at the base of the facility directs runoff to Railroad Pond
1 (RR-1). A rock containment filter surrounds the facility and no coal fines or
sediment had left the area.
17. Railroad Pond 1 (RR-1) -this pond collects runoff from the railroad surface area
resulting from maintenance activities. RR-1 was dry and there was no evidence
of discharge.
Conclusions and Recommendations
The team evaluated this topic under the primary objective of OSM Directive REG-8 for
determining whether the Colorado-DMG is ensuring that offsite impacts are being
prevented.
