III. COMMENTS -COMPLIANCE
Southfield C-81-014
27 June 2007 ~~~
Page 1 /2
Below are comments on the inspection. The comments include discussion of observations
made during the inspection. Comments also describe any enforcement actions taken during
the inspection and the facts or evidence supporting the enforcement action.
This was a partial inspection of the Southfield mine conducted by Jim Stark of
CDRMS. The mine is in permanent cessation and all of the initial reclamation has
been completed. The mine has applied for and received a Phase I Bond Release for
structural demolition, backfilling and rough grading and drainage control
reestablishment and is in the third year of the extended liability period. The weather
was warm and overcast and the ground was dry.
Signs and Markers: All of the required signs (including the mine ID sign, permit
boundary markers, the ID sign at the refuse pile and topsoil markers) were in place.
The signs at the loadout were also in place. One item that the operator may want to
do is place the mine ID sign for the mine site at the locked gate at the entrance.
Currently the sign is at the beginning of the site (by Pond 5) and it is not visible to the
public who stop at the locked gate.
Roads: -The mine access road was a was well maintained and appeared to be
stable and in good condition. There was some very minor rutting but it does not
appear to be a problem at this time.
Hydrologic Balance: -Pond 4 did not contain any water at the time of the inspection.
The pond was well vegetated and appeared to be stable and in good condition.
There were no signs of erosional problems on the pond embankment at the time of
the inspection. Pond 4 is aself-dewatering pond. The dewatering pipe is equipped
with a trash rack and antivortex device.
- Pond 5 was dry at the time of the inspection. The pond was well vegetated and
appeared to be stable and in good condition. There were no signs of erosional
problems on the pond embankment at the time of the inspection. Pond 5 is a self-
dewatering pond. The dewatering pipe is equipped with a trash rack and antivortex
device.
- The 100-year ditch around the refuse pile appeared to be stable and in good
condition. No erosional problems were noted in the ditch at the time of the
inspection.
-The SAE in the location of the old Pond 1 was in place and appeared to be
functioning as designed.
-The two ponds at the loadout were dry at the time of the inspection. The pond
embankments were well vegetated and in good condition and showed no signs of
erosional problems.
