III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations <br />made during the inspection. Comments also describe any enforcement actions taken during <br />the inspection and the facts or evidence supporting the enforcement action. <br />This was a complete inspection of the Marr Mine conducted by Jim Stark of CDMG, <br />The mine has been reclaimed and has undergone a complete Phase I bond release <br />and a Phase II bond release for the 720 Pit and Pit 1 areas, The weather was warm, <br />clear and windy and the ground was dry. <br />AVAILABILITY OF RECORDS: All of the required records were available in the Montgomery <br />Watson Harza offices in Steamboat Springs, CO. See the records checklist at the end of the <br />report for more details. <br />S9ns and Markers: The mine ID signs and permit boundary markers were posted and <br />in good condition at both the mine site and the loadout. <br />Roads: -The access road to the mine site was dry and stable at the time of the <br />inspection. There is some minor rutting on the road from access in the mud during <br />the winter and spring. The road appeared to be well maintained and in good <br />condition. <br />-The permanent light use road (former haul road) that remains on the site was also <br />dry and appeared to be stable. It also appeared to be well maintained and in good <br />condition. This road also had some minor rutting from being driven on when it was <br />muddy in the winter and spring. <br />The road to the loadout was dry and appeared to be stable and in good condition. <br />Hvdroloaic Balance: - Pond A was dry at the time of the inspection. It was well <br />vegetated and appeared to be stable and in good condition. It does not appear as <br />though this pond has discharged this spring, <br />- Ponds B and C were also dry. They were also well vegetated and appeared to be <br />stable and in good condition. <br />- Pond D contained water at the bottom well below the discharge pipe and was <br />not discharging and it did not appear as though it has discharged this spring. The <br />pond appeared to be well vegetated and stable. <br />- Pond E contained water several feet below the discharge pipe and was not <br />discharging. The pond was well vegetated and appeared to be stable at the <br />time of the inspection. <br />- Pond F was dry. The pond was well vegetated and appeared to be stable. <br />- Pond G was dry. Pond G appeared to be stable and well vegetated. <br />- All of the roadside ditches appeared to be stable and functioning properly. They <br />are all well vegetated. <br />- The culverts under the remaining haul road and county road were all clean. <br />- The pond at the loadout contained water several feet below the discharge pipe. <br />This pond was well vegetated and appeared to be stable at the time of the <br />inspection. It did not appear that this pond had discharged this spring either. <br />
