Bowie No. 2 Mine: oe. 2 <br />Bonding information was copied to me at the mine. Bond no. 400JT7032 is held by St. Paul Fire <br />and Marine Insurance Company in the amount of $4,200,000.00. Both the annual reclamation <br />report and the annual hydrology report have been submitted and are currently under review by <br />DMG. Six alluvial wells have been completed for monitoring. 5ma11 area drainage exemptions <br />approved at the site are shown on the Sedimentation Control Plan, Map no. 20/I'R-01. TR-03 is <br />under review by DMG which contains mapping updates to reflect accurate field construction <br />conditions. This concluded the office review. I explained the intention of the special focus <br />inspection concerning surface water runoff from haulroads. Mssrs. Dudash and Bear described <br />before we left the office that all haulroad mnoff (including all areas affected by haulroad <br />construction) is contained by sediment ponds B and C. The only exception for the main haulroad <br />is approximately 300 ft. of the road adjoining old State Highway 133 (mine site entrance) does <br />not drain to pond B. Surface water runoff from this section is treated by straw bales. <br />We began the inspection by accompanying Greg Hunt (exploration geologist) above and ahead of <br />the mine workings to review two potential drill hole locations for consideration as a minor field <br />revision. We all felt that the two areas proposed posed no risk of environmental harm nor any <br />archaeological or threa[ened/endangered plant/animal species problems. <br />We continued the inspection beginning at the upper disturbance areas and made observations of <br />all disturbed areas throughout the mine site. We also inspected the haulroad drainage features and <br />controls. Disturbed areas inspected included: the upper bench power sub-station and water tank <br />( Two small slide areas developed on the slope above the portals at this location. The slope was <br />then reduced and slide monuments were installed on the slope to assist in detecting any <br />additional movement.). The portal bench was inspected and also included coal stockpile area and <br />material storage. Material storage east of the coal stockpile will be increased. The permittee also <br />plans to constntct an office and parking area west of the portal bench. Mssrs. Bear and Dudash <br />discussed grading the small slide on the east facing slope of the portal bench during construction <br />of the office/parking facility. We discussed capturing the remainder of the surface mnoff from <br />[he coal stockpile/material storage area and diverting it to the inside road ditch. Runoff from a <br />small area has drained over the outside road berm at the southwest comer of the portal bench. <br />The perrnittee has repaired the berm to prevent the runoff from Flowing over the outslope. <br />Haulroad ditches and culvert inlets/outlets on this and ALL areas of the haulroad are well <br />constructed, well maintained, and stable. The haulroad is paved in its entirety and guazd rails are <br />installed where necessary. All road cut/fill slopes have been hydroseeded. The contract <br />hydroseeder was on site today preparing for additional hydroseeding to road slopes, the coverpile <br />stockpile, topsoil stockpile A, pond C, the face of pond B, and the utility bench (upper bench). <br />The permittee should be commended for haulroad design, construction, and maintenance to date. <br />There were no off-site impacts from the main haulroad noted during the inspection. <br />
