(Page 2) <br />MINE ID # OR PROSPECTING ID # M-94-117 <br />INSPECTION DATE 08/14/02 <br />INSPECTOR'S INITIALS ESC <br />This was an inspection of the Gold Hill Mil1•conducted by Erica Crosby and Kate Pickford <br />of the Division of Minerals and Geology. The Division made several attempts to notify the <br />operator of the inspection via voice mail. The operator arrived on site after the <br />inspection was completed by the Division. <br />Mark Steen became the permittee contact person for ITEC starting in May of 2001. Mr. <br />Steen is also the landowner of the property associated with the Gold Hill Mill, Cash/Who <br />Do Mine and portions of adjacent lands. <br />No mining or milling was taking place during the inspection. The mill building is <br />currently not in use. The tailings pond area is secured by a locked gate. The tailings <br />pond appeared to be in good repair. The water level in the pond was very low at the time <br />of the inspection, and a large portion of the liner is exposed to sunlight. If such <br />exposure continues for an extended period of time, the integrity of the liner may be <br />questionable. <br />The operator applied for a Temporary Cessation Application ("TC") on September 8, 1999. <br />The Division requested additional information regarding the application in three letters <br />dated September 30, 1999, December 30, 1999 and September 26, 2001. The operator has not <br />responded to the Division adequacy letters regarding the TC application. The operator is <br />required to respond to the adequacy concerns by September 17, 2002. <br />In addition, the operator has not submitted the quarterly groundwater monitoring reports <br />for 2000, 2001 and 2002. In the TC application, a reduced water-monitoring plan is <br />proposed. Specifically, the water-monitoring plan would be revised to monitor one down- <br />gradient well, Well #1. The well would be sampled once a year, in June or July, and the <br />samples analyzed for the usual field and physical parameters including pH and <br />conductivity. Analytical parameters to be monitored are TDS, Zn, As, Mn and SOy. The <br />operator should be reminded that this change in water sampling is not in effect until the <br />TC application is approved by the Division. <br />The operator has failed to submit the 2000, 2001 and 2002 quarterly water monitoring <br />reports (TC has yet to be approved, so reduced sampling noted above does not apply). <br />Attached is correspondence from the Division dated April 26, 1997 that outlines the <br />groundwater monitoring requirements for the Gold Hill Mill. The Division considers non- <br />submittal of the groundwater monitoring reports a possible violation of C.R.S. 34-32- <br />116(1) of the Colorado Mined Land Reclamation Act for failure to perform such reclamation <br />as is prescribed by the reclamation plan. Specifically, for failure to submit the <br />quarterly groundwater monitoring reports for 2000, 2001 and 2002. Notice of such <br />violation will be sent under separate cover.
