III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />Coal Waste Stoc~iles <br />The haul road leading to the two coal waste piles was in good condition. The road's outside berm was <br />up and the road ditch was functional. There has not been any recent activity at the coal waste pile no. <br />1. The haul road for this coal waste pile is showing a little erosion in one azea but is passable. The inlet <br />side of the entrance culvert at this site will need repair soon. The top of the pile has positive drainage <br />and the underdrain was exposed at the rear of the pile. Collection/diversion ditches were functional. <br />The west half of the coal waste pile no. 2 was being graded. There were some soil piles neazby for <br />mixing with any overly wet refuse. There was positive drainage on the pile and no gullys were <br />observed on the pile outslopes. Collection and diversion ditches were intact. Both underdrains were <br />exposed at the reaz of the pile. <br />The operator was in the process of cleaning out pond C. There was almost no water in the pond. The <br />pond spillways were functional. The water level in pond D was at the top of the primary dischazge <br />tube. The gated valve was closed. There was about 6 inches of standing water in pond F. The operator <br />still needs to replace the 3 inch hose with a 4 inch hose. Collection ditches for pond F had capacity. <br />The topsoil stockpiles and coverfill stockpiles in the coal waste pile azea showed no erosional <br />problems. Topsoil stockpile signs were up. The straw bales were up at the pump house. <br />Unit Train Loadout <br />No problems with fugitive dust were observed at the train Loadout area. Pond J was dry while pond K <br />was a little wet but had no standing water. Pond embankments appeared to be stable and the spillways <br />were operational. The train Loadout bench outslopes were stable and had fair to good vegetative cover. <br />Surface disturbance markers and mine ID signs were up. <br />The main topsoil stockpile was well vegetated. Topsoil stockpile signs were up. More surface <br />disturbance mazkers could be added in this area to better define the disturbed area boundary. Culverts <br />and ditches I the Loadout azea were functional. <br />Records <br />The mine records were in compliance, as shown on the attached records checklist. <br />c:/word bow ie2/i nsp0905 <br />
